This error is most often related to a font problem. First, don't use MS Sans Serif for anything. It's actually the worst font you can use. Use a true type font. Arial works well and looks very close to MS Sans Serif.
Second, make sure you set the base font of the SCREEN in both development and runtime. MODIFY WINDOW SCREEN FONT "Arial", 10. This will ensure the same base font for dev and runtime.
