I think NT would make this difficult, if not impossible. A long time ago I was reading about how MS made NT 3.51 C2 secure. One issue that had to be addressed was preventing remote logins i.e. spoofing. MS decided it needed a way to be sure that a login was for real - they chose the Ctrl-Alt-Del keystroke combination, which must come from the local console.

Having said all that, Citrix may have put in a few wrinkles in their WinFrame/MetaFrame product for multi-user support.
