You needn't install IE4, there's a freely-redistributable WSH install downloadable from the MS Web site referenced in my signature. SHell.Application requires IE4.01; you need to install the WSH 2.0 IAC, since it is not a part of IE4, and some of the more sueful features in WSH did not become a part until 2.0
