It's not unusual for the content of a message which will be posted privately (ie to a targeted individual, rahter than as a public entry in forum) about somone's behavior or rejected input to be discussed by management staff (in the case of CSi, perhaps several sysops in a forum would discuss an action before one of them sent a private warning; in a publishing company, a manuscript might be read and reviewed by several editors before a rejection letter is sent to the author.) In this context, the general statement of criticism being directed to the individual concerned rather than posting a banner with 6' tall letters saying "This book is a pile of dung" in Time Square for a week to notify the author of his rejection.
If I make a phone call to you, you have no way of knowing who else is listening on the line, or who I talked to about it before calling you, or will speak to regarding the conversation later. That's cold, hard, reality. You have to rely on the ethics and respect for your right of privacy of others involved in private communications to count on them to remain private.
