This one drove me nuts. The trick is that the setting isn't in IE at all.

Go to Windows Explorer. Click on View, Options. Click on the File Types tab. Find the entry for Zip files and click Edit. Make sure the box for "Confirm open after download" is checked.

If it's already checked, then you have a problem I don't know the answer to.

By the way, this is in Windows 95. 98 is probably similar if not identical. I don't know about NT or 2k.
