I agree it's not *just* semantics. "Guidelines" doesn't give management any room for implementing *consequences* for breaking them. I think the (illusion) of control is what's so attractive about the word "rule." That last bit is, of course, JMO.

Still, all in all, it _is_ an interesting discussion. Especially since freedom of expression, even to point of making an ass out of oneself, has been--in the past--a cherished ideal of the on-line community.
