Yes; it's doable, the biggest drawback to it from my POV is that as a transactional installer, you can't add post-setup custom actions easily to it because it doesn't know how to back them out. There's a good discussipon of this topic on fox.wikis.com, including references to the actual files you need and the basic setup. You can also try msdn.microsoft.com/vfoxpro - there are files on the site for downloading the VSI from the web site.
