A report does no sorting that isn't coded in by you. If you send it a table/cursor/view with an index it will print in that order. If you are developing a cursor in the Report Init() then it will use the Order By clause.

The 'Grouping' option merely tells the report to break off one group and start the next when a particular field or combination of fields is reached. It's not smart at all, and simply looks at the order of the data it receives.
