It's clause specifying how quick report would be created FORM or COLUMN. AFAIK it's in documentation since Fox2x. Maybe you just looked for "Create report". Check "Create report Quick report". Here is full syntax as is from help :

CREATE REPORT FileName1 | ? FROM FileName2
  [FORM | COLUMN] [FIELDS FieldList] [ALIAS]
  [NOOVERWRITE] [WIDTH nColumns]
