There is a HTML package that could get you going, with that and a library of your own creation, (I also know little about XML, so far) you should be able to get something done. If you are using 8i, there should be even more libraries for html. We have 8i, but I have been too damn busy to even open the shrink wrap
If you are looking for interactive user interface via the web, oracle developer and developer server will do that, you don't need to know any xml, java or html more complex than a hyperlink
