The only way I have come up with so far is to write a config file out the first time the program runs, exit the program and then start it again referencing the config file. This program will be running on 100s of computers and I would like this to be an automatic thing. Anyone got any better ideas?

A small postsetup executable writing config.fpw ? It could be written in any language to keep size small.
