The best luck that I've had is with loading the data into Excel, and using its native graphing functions. One of my customers has their system requirements locked down, and will be sticking with a known environment for a long time, so I know that my stuff will continue to work properly.

The benefits include:
- Excel will continue to be developed, and new functionality will be added
- it has a better graphing engine than most of the free / shareware stuff
- most users may already have it, so your installation package will be smaller

The drawbacks include:
- Excel will continue to be developed, so current code may break
- communications between apps is a whole lot better than it used to be (now that we have the newfangled 'ActiveX' thang), but it's still a pain
