They have a general project where they lump all the other non project specific hours so they collect them all.

It has been some time since I had payroll responsibilities but employers must pay taxes for FICA, FUI AND SUI and each of those taxes has a wage limitation. So you must keep track of earnings by those categories so you know when to stop paying the tax. Taxes withheld from employess must be paid to the government according to a schedule which depends on the total amount withheld.

I have all the schedules for the taxes with the formulas. Mostly I was looking for layout or sequencing ideas. Seems to me that a couple of pages on a pageframe with the detail for an employee on one page and the list on the other might be the best interface to use for this...

At this point they only want to generate a payroll list to create paychecks from.

Oh yea, I love Quick Books I get more jobs from people trying to use Quick Books and not getting what they want...
