The VFP setup wizard is not the best in the world... you may want to look into some other method of installing your app. There is a new installer available from MS called VSI(Visual Studion Installer) which appears to be very similar to InstallShield Express (my weapon of choice). Either of these will let you make installs customized to fit your needs.
You can either continue to fight with the VFP setup wizard or go to a better solution.
