This might be a clue. I added a new record while 2 users were using the same table at the same time. The first user was working on the data entry of the new record. I had the second user try to edit the new record, and the second user was given the 109 error "Another user is already using the record." which is correct, however, after both users Exited the app and the first user restarted the app, the first user could not edit the new record without getting the 109 "Another used is already editing this record" message.
So it's as if the record has a permanent lock on it and no one can edit it. You can view it on the form without an error, but you can't press the Edit button where the Error trapping for update conflicts is (checks for 108 and 109 errors).
