I'd go with Win2000 over NT 4. This will give you IIS 5.0 and ASP 3.0. You also won't need MTS. If you're gonna run W2K, SQL Server, and IIS on the same box, make sure you get LOTS of RAM.

You are correct that MSDN licensing specifies for development only.

There is special licensing for SQL Server if connecting to it from the web. You need to call MS to get the costs.
