Here are some medical websites that might give some leads on pre-existing software. Perhaps they can be shoe-horned for animals or they can give you some leads.

If you can, wait for the Pocket PCs to come out of April 19th. Enhanced OS and other goodies. Compaq is releaseing a Pocket PC as well.
