I recently struggled with the set up wizard and got the same error when I had the distrubtion directory the same as the disk images directory. It seems that when a cab file is in the distribution directory the set up wizard chokes. By deleting the directory containing the cab file (in my case NETSETUP). The wizard ran fine.
