Bad news. The Sort Order and Character Set affect the entire server. In order to change one or both of them you'll have to rebuild the master database. This will also mean that you'll have to export all the data in your user databases because they'll be orphaned when the master is rebuilt.

The easiest way to solve your problem is to install another version of SQL Server with the required Sort Order. According to the BOL, Sort ID 32 is dictionary case-insensitive US English character.

Once you get the server install and the database restored, try using the SQL Object Transfer tool to more the database to the other server.
