One trick I've used before is to break up the detail band into two sections. Put the first half of the information in the detail band and make it fit on one page. For the second half, create a GROUP that breaks on RECNO() and put the information in the group footer. This will force the detail band to print, followed by a group footer for every record.

You can play around with the size of the detail band and group footer band to get what you want. You can also play around with switching the information around and putting the 1st half in the group header and the second half in the detail band.
