I've used the SCREEN=OFF in config.fpw a number of times without a problem. There are a couple of possibilities: The file isn't in the current default directory, or the FOXPROWCFG environmental variable has been set so that it points to a different config. Further, if you accidentally typed _SCREEN rather than SCREEN, that would cause it too.
To assure that the correct config is used you can either build it into the application EXE or use the -C command line option in the shortcut to specify the correct one.
