Normally, I would either validate or not and the validation would always occur if I chose to have it. But in the current situation, the app I am converting has this non forced validation build-in and I want to conserve the business rules as-is in the upgrade from FPW to VFP. Once converted, the mandate changes but for now, it works, so there's nothing to fix (I.E. non forced validation - I didn't write the original app). I am keeping business rule changes to a minimum until I have a fully functional and tested VFP6 application.
