It's possible that the control chooses the default settings. These might be somewhere in the registry. Run a search there and see if you can come up with something.

Another possibility is that your scanner driver's settings are "sticky". Scan one image through the scanner software and set everything to the resolution you want. Close the program and open it again. See if the settings you entered the previous time are being remembered.
