There may be a problem with your version of IE and the web page you are trying to access. I think I read on another post you are using IE 4.X. Do you have SP1? Unfortunately, I don't know if the SP is available from MS because the last time I checked on it, I ended up with IE5 (not a bad thing really, but not what I was expecting).
To see if your connection is working properly, create a simple web page that is accessible by all browsers and put that on your web server and try to access it.
Ex.

< BODY >
< B >Hello World < /B >
< /BODY >
< /HTML >
Remove the spaces from the HTML tags when you save this into an HTML file. If it works then you know it is a problem with the page you are accessing and your browser, not the web server itself.
