I tried HASP evaluation and was satisfied with it. They produce a unique integrated circuit for each company (they say). You use a seed code to read back values. A single lock (there are versions) could be used on a network, control number of users, count of applications, be chained etc. I think you could order evaluation from their site. (There were code for fox or it was very easy to write one with samples, I don't remember that part).
