Sorry for the late post...to answer your question you need to ask one...1)What are you going to be using your dial in for? the reason I ask this is that if you are doing much more then browsing, looking up email, posting at forums you will want to go with a pay ISP (I agree with Barbara about Earthlink) because the freebies will all force their ads upon you and at the saem time eat up your bandwidth. As far as freebies go there is NetZero, AltaVista, Lycos...and more I have personally used the first two and found them both to be adequate...as long as you understand they are free.
