Flawed. Fundamentally flawed. Someone has to pay to develop the certification exam, and maintain and administer it, and develop new content...and the cost isn't cheap. The costs of developing meaningful certification exams have to be on a par with the cost of developing a section of the GREs or MCATs, and as I remember, they weren't free when I took them 23 years ago.
