I am not saying that I agree with him though because it's near to impossible considering that MS is purely business centered and not charity organization.
Of course, someone has to pay for it, no doubt about this. But since this concept does include a proffesionals database, a potential client can pay for browsing trough the database or the costs can be re-earned via advertisement or other means. In our world there is a significant shortage of good professionals and I know there are lot's of companies which wants to pay for good information about potential employees or consultants, etc.. IOW, I don't think we as developers should have to pay for showing what we've got.
Another difficult problem to solve is to check the conditions under which the test is taken. This might be difficult to solve, but IMO this would not be impossible. Don't forget that regular test are not foolproof either. In this world of new technologies we should be looking for opportunities rather than limitations.
