I've had problems like this many times, and it always seems to sort itself out if I:
1. Close all FoxPro files including the project file
2. Close any ancillary files that you may have open. For example, I almost always have a Word file which is part of the directory structure of my project open, and I forget to close that file sometimes.
3. Make sure you've got enough disk space on the drive where you are building your distribution images.
4. If you are building additional components into the distribution like the FoxPro runtime files, or, say, the Microsoft Chart Wizard, these have to be available on your machine, or the build will fail.
If you don't have Service Pack 3 installed for VFP then this is essential to having a setup wizard that works.
