There is a file you can download that has all the required runtime VFP stuff in it. I forget the exact URL, but if you have trouble finding it let me know and I'll send to you.
Win 95,98,NT,2000 all use the '.msi' files the same. The user must have the Windows Installer on their machine. When you create the .msi file with VS there is a way to include the Windows Installer. If you're not sure if your users have it, I recomend that you include it to. If you're sure everyone will have Win2000 then it's probably not necessary (I think it's included).
