NT 3.51 does not support DCOM which is part of VFP6. Microsoft does not support it on that platform.
OTOH, some users of Citrix WinFrame (which is based on NT 3.51) have gotten VFP6 apps to work with some minor problems (e.g. menu display) which apparently can be worked around. There have been a couple of threads over the past few months on this; you can probably find them if you Search for Citrix and VFP6.
