I think I have gotten this error in the past when my program put a person's name in as the send_to versus their email address. I never had a problem because Outlook was smart enough to translate Bob Johnson into his email address for me. That was until we hired two Bob Johnson's, then Outlook could not translate and the program died. I have since ensured that all send_to's are done with the persons valid email address and not that persons name.
