IIS problem revisited...

I set Web proxy server as "wsn_server" - our proxy server name. Still couldn't get it run. In the server actually, the IP address I assigned is (all unassigned) with port 3823 because if i use port 80, it gives "binding not unique", but the server is using port 80. is this the causing the error??
