John,
I think I can hardly understand what you're trying to accomplish. Is it :

-for all client.ssnumber
-all mathching policy groupcodes updated

If so then first method I sent is one of the fastest I know. Would you elaborate it more. Your existing tags and their key expressions, how many records they currently hold etc. And why you should do a replace on all records many times. Maybe you should just update the ones with empty group_codes.
