Problem Solved.

I was able to find a response from Mark Austin in the files. According to Mark, "The solution seems to be fairly straightforward. Deleted Browser.dbf and Browser.fpt from the VFP98 folder.

Now open the class browser, which will recreate those files, and all should be well. If not, the rebuild the Browser.app file using the source code in tools\XSource\XSource.zip."

All I did was delete the browser.dbf and browser.fpt, then start VFP, open the Component Gallery and everything was OK.
