In his case it was a bad resource file. Once that was deleted, the problem went away.
FWIW, this problem occurring at run-time is usually caused by the temporary files (fxp, spx, mpx) that are created during compilation being sent to a drive that doesn't exist on the user's machine. For some reason, FPW keeps an internal reference to these and tries to resolve that first before checking internally.
