FYI after reading the SQL Server 2000 Beta 2 Eval Guide:

Apparently, what we now call MSDE will be SQL Server 2000 Personal Edition. It will still be optimized for 5 users and have the normal SQL Server management tools.

What will be called MSDE for SQL Server 2000 is the SQL Server 2000 Desktop Engine. This will be limited to 5 users as well but will have some of the functionality stripped out (merge replication and others) and no UI or tools. The database size will also be limited. Apparently, this is meant strictly for offline or embedded data storage.
