That represents a huge cost to the client if they are running one client/server application on many PCs. Is there another way to get the ODBC connectivity required?

Requirements for the Upsizing Wizards
The Upsizing Wizards take a Visual FoxPro database and create SQL or Oracle databases on a server with the same table structures, data, and many other attributes of the original Visual FoxPro database. The Upsizing Wizards have the following server, client, and network requirements.

Client The client machine must:
Meet the system requirements for Visual FoxPro.

Have an installed copy of Visual FoxPro, including the Open Database Connectivity (ODBC) components.

This is only to use the Upsizing wizard (Moves VFP db to a SQL Server DB)

In general to use VFP on the Client, and SQL Server on the server, all you would need is the SQL Server ODBC driver, a valid ODBC Connection (DSN), and the VFP Runtimes (ie installed as part of your application install)
