That's been my experience with the release candidate beta and, from what I've heard it's true with the release as well. Stability was the first priority in the design. It was stated in an issue of the MSDN news that when confronted with a choice between stability and backward compatibility, the former was always chosen. It also puts an end to (hopefully once and for all) "DLL Hell". It won't allow DLLs to be overwritten, but does allow for side-by-side DLLs. IOW, if an application requires a certain version of a DLL it can install it and use it (just not in the System directory).
