My advice would be to get an org. chart of the government of Nigeria and find a contact for the Ministry of Telecommunications or Commerce or maybe even the national postal system.
>Here's an off the wall one for you. Does anybody have an idea how one would go about establishing IP services in Nigeria? There are IPs there, but apparently the market is underserved and is wide open. At any rate, there is an interest in establishing / brokering or otherwise providing IP services locally in the country. Any suggestions as to where to start?
