You need OSR2, or to have installed IE4 so that the Active Desktop components of the shell are present. If the Taskbar presently has shortcuts on it, you've got the need components in place. Simply drag an existing shortcut to the Quick Launch toolbar - it'll add a copy of the shortcut there.
