No, you are completely wrong. Try www.ntfaq.com - you can create a bootable partition of upto 4GB with the proper driver versions (IDE drives will need BIOS support and the updated ATAPI.SYS driver) using the NT install program, and in theory can be as large as 7.8GB with the right disk controller. You can partition a large physical drive into multiple partitions, so if the motherboard BIOS is capable of handling LBA for IDE drives, or your SCSI adapter will handle it for SCSI drives, you can use as large a drive as you like breaking it into multiple partitions. I've used drives as large as 47GB as the primary system drive, broken into two pieces - a system partition of ~3GB and the remainder of the drive as a single NTFS partition.
