A simple 2-tiered client server app connecting through an ISP to SQL7 will do just fine most of the time, if you know how your clients are. The key to getting good performance is to minimize the number of round trips to the server and use stored procedures for your action queries.

I've just finished a pretty extensive application using this philosphy. I was amazed by how well it ran, even through an ordinary modem.
