UNlike an exe, the source for a vbs virus comes with the virus. Anyone intelligent enough to create the vbs file from the posted code could have done the same thing with the copy of the virus that came in the mail.
Here's how to solve it: make all users know that vbs files should NEVER be opened in an email attachment, and request that all mail servers quarantine all vbs attachments.
