I can tell you after 4 years in the Corps that the military on a whole is a little behind the power curve in some areas. I was "attached" to the Marine NOC for the Melissa outbreak and it took them longer to indentify a plan then to make it work. I think for the most part though this bug id dead it is just a matter of "immunizing" the public against it.
