Tom,
The first thing to find out is how their site will be hosted. NT or Unix? Local (run by them) or commercial ISP? A commercial ISP, even if it runs NT, will probably be unhappy about your adding software to their server. However if the company sets up a small server with 5 or 10 static IP addresses (I have 5 running on a DSL line for less than $80 US per month) they can run anything they want. In some metropolitan areas there are ISPs that will 'rent' you a server running NT. It's yours to set up as you wish, but they provide 24 X 7 on-site personnel to reboot, notify you of problems, etc. These services will provide multiple sources of telephone lines (so if one goes down another company may be able to pick it up) generator power, etc.

If their requirements are simple, you may be able to get by at first with simple static forms sent via email to the home office. Then if you need to put something more elaborate (eg sign ups for volunteers that are immediately reflected on the site) you can expand.

As others have said, read some of the white papers on the West Wind site, which gives you a background in VFP web programming plus basics in web programming in general.
