Keith,
Zorder() is only for altering the Z dimension of objects inside the form. What other properties do you have set on the forms? Especially: WindowState, WindowType, AlwaysOnTop, AlwaysOnBottom and ShowWindow.
I've never had AlwaysOnTop fail to keep a form on top of others. Any form with AlwaysOnTop set .t. can be brought on top of any other ontop form.
