Suppose you:
1. Find a tool that can spot leaks, something like NuMega's Bounds Checker
2. Find a leak with that tool
What are you going to do about it? About all you can do is not use the offending feature, report it to MS, and hope they fix it in the next SR.
I would guess you've already spotted a candidate by brute force i.e. running a suspect command repeatedly and checking memory usage by your test app.
I would also imagine that MS runs all of its software through every commercially available product like Bounds Checker, because to do so will be cheaper than human testing. Plus, they undoubtedly have their own debugging tools that take advantage of their intimate knowledge of their own development environment.
MS won't mind you doing their job for them, but VFP isn't open source.
