No. It is a much better idea (IMHO) to have the code that generates the DBC (e.g. via GENDBC) checked into VSS. You can also check in programs that generate free tables and populate the tables.
Because DBFs and DBCs are binary, VSS takes longer to check them in/out. You should only check in required binary files (VCXs, SCXs, FRXs).
