Yes, you can do this.

The graphic must be stretched from the header to the footer, but if you size it correctly you can have the part that is in the header and footer be the white space edges of the graphic. You only need a few pixels in the header and footer.

I played with it once and it worked well. I didn't like the look since my report had a lot of text on it, but it did look like a watermark.
